The "Penetration Rate" shows the number of accounts that have received {{metric}} in the selected time frame.  So if the chosen {{metric}} is "Impressions," then it's showing the percentage of accounts that have impressions versus do not have impressions.  

Important: turn on "Collapsing" so that accounts which may be on multiple lists are counted only once (i.e., de-duplicated).
